Moving or setting up a mobile home in Pinellas County

Pinellas County is a peninsula with water on three sides, and the county itself says it has one of the largest concentrations of mobile and manufactured homes in Florida. It is also a Wind Zone III county under the federal standards, so any home set here must be rated and anchored for it. After Helene and Milton in 2024, flood elevation rules shape most installs. Unincorporated Pinellas and several small towns are permitted by the county's Building and Development Review Services in Clearwater, while most cities have their own building departments.

  • Pinellas is in HUD Wind Zone III, so a home moved in from an inland Wind Zone II county generally cannot be installed here.
  • Building and Development Review Services on Court Street in Clearwater permits unincorporated Pinellas plus Belleair Beach, Belleair Shore, Indian Rocks Beach, Kenneth City, Safety Harbor and Oldsmar.
  • The county treats a home as substantially damaged when repairs reach 49% of its value, and substantially damaged mobile homes must be elevated or relocated.
  • Pinellas County says mobile and manufactured home residents must always evacuate when an evacuation is ordered, no matter where in the county they live.
  • About 9% of the county's homes are mobile homes, according to Census data, and the share is much higher in Largo and Pinellas Park.
Who issues the permit for a mobile home in Pinellas County?

It depends on the address. Most cities, including Clearwater, Largo, St. Petersburg, Pinellas Park, Dunedin, Tarpon Springs and Seminole, run their own building departments. Unincorporated areas like Palm Harbor go through the county's Building and Development Review Services. We confirm the office and pull the permit for you.

My home got a substantial damage letter after Helene or Milton. What now?

In Pinellas, a substantially damaged mobile home must be elevated to current flood elevation or relocated, unless the determination is reversed. We can elevate and re-anchor the home if the site allows it, or move it to a new site, and we give you a written quote for either path.

Why does Wind Zone III matter in Pinellas?

The federal standards place Pinellas in Wind Zone III. A home installed here must carry a Wind Zone III rating on its data plate. We check the plate before quoting any move into the county.
